EPA's Mandate

The EPA shall be the principal authority for the management of the environment and shall co-ordinate, monitor, supervise and consult with relevant stakeholders on all activities in the protection of the environment and sustainable use of natural resources in Liberia.
Compliance and Enforcement (C&E)

The Department of Compliance and Enforcement is responsible for coordinating the Environmental and Social Impact Assessment (ESIA) processes, issuing permits for approved projects, monitoring compliance and conducts concession overlaps. The department also recommends and leads in the development of environmental regulations guidelines and standards in collaboration with the ERRS Unit as well as the department of Planning and Policy. The Department also provides guidance for conservation and sustainable natural resources management. It is headed by a manager and supported by six assistant managers. The department is responsible to work with the department of Planning and Policy in developing a report on the Status of the Environmental every five (5) years, and a National Environmental Action Plan.

Brief overviews of Units
The Environmental and Social Impact Assessment (ESIA) Unit is responsible for driving the ESIA and SEA processes, receiving permit applications, and recommending the issuance or rejection of permits to project proponents. The Technical/Enforcement Unit is responsible for investigating complaints of environmental concerns, conducting environmental inspections, and monitoring compliance with permit terms and conditions in accordance with Liberia’s Environmental Protection and Management Laws. The County Coordination and Administration Unit oversees administrative and logistical issues within the department of Compliance and Enforcement, and work in ensuring the provisions of needed logistics for environmental county offices, as well as the supplies of gasoline, fuels, PPEs for environmental Inspectors. The Unit also work to keep track of all staffs of the department of Compliance of Enforcement.

The Environmental Research and Standards Unit (ERS) formulates standards, regulations, guidelines, and develops a compliance monitoring system. The Conservation Unit develops policies and guidelines for the management of wetlands and protected areas.
The Geographic Information System Unit is responsible for using computer-aided tools to conduct geospatial analysis, develop maps and remote sensing, and undertake concession overlaps, as well as using drone imagery to enhance environmental compliance monitoring, analysis, and planning. The Unit also maintains a registry and performs spatial analysis of proponents regulated by the EPA.

Some of the imperative responsibilities of the department are:
1. to manage and supervise the ESIA, SEA processes.
2. Co-ordinate and Monitor ESIA operations at county and district levels
3. to provide guidance for conservation and sustainable management of the natural resource
4. to issue permits and monitor compliance with permit conditions based on the submission of quarterly or biannual reports
5. to issue Accreditation certificates for waste management services, disposal of hazardous and non-hazardous waste
6. to determine, report, and intervene into cases of environmental emergency.
7. to develop regulations guidelines and standards for the management of the environment 8. To determine compliance with Environmental Standards
9. to enforce environmental laws in collaboration with the Ministry of Justice.
10. To conduct routine compliance inspection of all sectors across the country
11. To ensure conformity of violators to environmental liability and prohibit crossover environmental effects through concession overlaps.

Departmental Structure
The Department of Compliance and Enforcement which is headed by a manager or Director, comprises of six units as follows:

  1. The Environmental and Social Impact Assessment (ESIA) Unit,
  2. Environmental Research and Standards (ERS) Unit,
  3. Administration/County Coordination Unit,
  4. Technical/Enforcement Unit,
  5. Conservation Unit,
  6. Geographic Information System (GIS) Unit.

The Department also consists of professional expertise that are assigned directly to the office of the Manager of Compliance & Enforcement. Each of the above-mentioned Units are headed by an Assistant Managers, and as well inclusive of several professional expert roles occupied by other technical staff.
