Background
The Environmental Protection Agency is the institution in Liberia charged with the responsibility of
protecting the environment. The Agency has developed a Strategic Plan for the period 2022 –
2026 to direct environmental governance and management in Liberia. The Plan, among other things
views institutional capacity building as critical. Human capital development is a key component of
this institutional capacity building. To this end, the Plan calls for enhancing human capital
development aimed at equipping the Agency with enough technically trained personnel in all its
undertakings.
A human capital development program will include the following: An assessment of the manpower
needs; prepare a comprehensive human capital development program; and mobilize resources for
implementation of the human capital development program.
All these must be guided by an enabling policy. Hence, this institutional training policy.
