EXECUTIVE SUMMARY

This Executive Summary presents the key resettlement impacts, eligibility principles, compensation entitlements, implementation arrangements, grievance redress mechanism, monitoring requirements, and total budget for the Resettlement Action Plan (RAP) for the MRU/RDTFP Phase V, Lot I — Paving of Buchanan to Cestos City Junction, including the road to the Buchanan Sea Port, covering 60.9 km across Grand Bassa and Rivercess Counties.

The RAP has been prepared to manage physical and economic displacement resulting from road widening, drainage expansion, localized realignments, and associated civil works within the project Right-of-Way (ROW). It is grounded in the RAP census, asset inventory, socioeconomic survey, community consultations, valuation exercise, and individual compensation negotiations undertaken for all project-affected persons (PAPs). The cut-off date was formally declared on January 14, 2025.

The RAP will be implemented in accordance with Liberia’s applicable legal framework and the African Development Bank (AfDB) Integrated Safeguards System, particularly Operational Safeguard 5 (OS5) on Land Acquisition, Restrictions on Access to Land and Land Use, and Involuntary Resettlement. Where gaps exist between national law and AfDB OS5, the more protective standard shall apply. No civil works shall commence in any affected section until compensation and required resettlement assistance have been completed, documented, and cleared by PIU/MPW and AfDB where required.
