REQUEST FOR EXPRESSIONS OF INTEREST - INDIVIDUAL CONSULTANT CHAPTER 2 LEAD CONSULTANCY: INFORMATION NECESSARY TO TRACK PROGRESS MADE IN IMPLEMENTING AND ACHIEVING NDCs UNDER ARTICLE 4 OF THE PARIS AGREEMENT

Background

The Environmental Protection Agency (EPA), pursuant to its mandate under the Environmental Protection and Management Law, coordinates Liberia's implementation of multilateral environmental agreements, including the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement.

Under the Enhanced Transparency Framework established by Article 13 of the Paris Agreement, Parties report information necessary to track progress in implementing and achieving their nationally determined contributions (NDCs). Liberia is preparing its Second Biennial Transparency Report (BTR2) and its combined Third Biennial Transparency Report and Fourth National Communication (BTR3NC4). The reports will follow the modalities, procedures and guidelines adopted through Decision 18/CMA.1 and the common tabular formats adopted through Decision 5/CMA.3, while applying flexibility available to Liberia as a developing country Party, as appropriate.

The EPA therefore invites qualified individual consultants to submit expressions of interest for the Chapter 2 lead consultancy on NDC implementation and achievement tracking.

2. Objective of the Assignment

The objective is to lead the preparation, review and finalization of Chapter 2 for Liberia’s BTR2 and BTR3NC4 by compiling and analyzing national circumstances, institutional arrangements, the NDC description, indicators, greenhouse gas emission and removal projections, mitigation actions, and progress toward NDC targets in narrative and Common Tabular Format (CTF) form.
