BACKGROUND�

This is the Terms of Reference (ToR) for a National Consultant (NC) for the UNDP-GCF Midterm Evaluation (MTE) of the project titled “Monrovia Metropolitan Climate Resilience Project” (Reference No. FP160/ PIMS 5739), implemented through the Environmental Protection Agency of Liberia, which is to be undertaken in 2025 (this year). The project started on 21^st July 2021 and is in its fourth year of implementation. This ToR sets out the expectations for this Interim Evaluation.

OBJECTIVES OF THE INTERIM EVALUATION

The Interim Evaluation (IE) will assess progress towards the achievement of the project objectives and outcomes as specified in the UNDP Project Document and GCF Funded Activity Agreement (FAA) and assess early signs of project success or failure with the goal of identifying the necessary changes to be made to set the project on track to achieve its intended results. The IE will also review the project’s strategy and its risks to sustainability.
