Background

The Environmental Protection Agency (EPA), pursuant to its mandate under the Environmental Protection and Management Law, coordinates Liberia's implementation of multilateral environmental agreements, including the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement.

Under the Enhanced Transparency Framework (ETF), Liberia will prepare National Inventory Reports covering anthropogenic greenhouse gas emissions by sources and removals by sinks in the Energy, Industrial Processes and Product Use, Agriculture, Forestry and Other Land Use, and Waste sectors. Each NIR will include a national inventory document, Common Reporting Tables and an inventory improvement plan.

The EPA therefore invites qualified individual consultants to submit expressions of interest for the Chapter 1 lead consultancy on the national greenhouse gas inventory and National Inventory Report for BTR2 and BTR3/NC4.

2. Objective of the Assignment

The objective is to lead the preparation, review and finalization of Liberia’s national greenhouse gas inventories and National Inventory Reports for BTR2 and BTR3NC4, including institutional arrangements, sector estimates, methodologies, time-series consistency, recalculations, key-category analysis, uncertainty, completeness, QA/QC, Common Reporting Tables, archiving and improvement planning.
