REQUEST FOR EXPRESSIONS OF INTEREST - INDIVIDUAL CONSULTANT CHAPTER 3 LEAD CONSULTANCY: INFORMATION RELATED TO CLIMATE CHANGE IMPACTS AND ADAPTATION UNDER ARTICLE 7 OF THE PARIS AGREEMENT

Background

The Environmental Protection Agency (EPA), pursuant to its mandate under the Environmental Protection and Management Law, coordinates Liberia's implementation of multilateral environmental agreements, including the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement.

Under Articles 7 and 13 of the Paris Agreement, Parties may provide information on climate change impacts and adaptation, including national circumstances, vulnerability and risk, adaptation priorities and actions, monitoring and evaluation, and efforts to avert, minimize and address loss and damage. Liberia is preparing its Second Biennial Transparency Report (BTR2) and its combined Third Biennial Transparency Report and Fourth National Communication (BTR3NC4), including information corresponding to an Adaptation Communication under Decision 9/CMA.1.

The EPA therefore invites qualified individual consultants to submit expressions of interest for the Chapter 3 lead consultancy on climate change impacts and adaptation.

2. Objective of the Assignment

The objective is to lead the preparation, review and finalization of Chapter 3 for Liberia’s BTR2 and BTR3NC4 by compiling and analyzing national circumstances, climate impacts, risks and vulnerabilities, adaptation priorities and actions, monitoring and evaluation systems, loss and damage, cooperation, good practices and lessons learned through a participatory, gender-responsive and data-driven process.
