REQUEST FOR EXPRESSIONS OF INTEREST - INDIVIDUAL CONSULTANT CHAPTER 4 LEAD CONSULTANCY: INFORMATION ON FINANCIAL, TECHNOLOGY DEVELOPMENT AND TRANSFER, AND CAPACITY-BUILDING SUPPORT NEEDED AND RECEIVED

Background

The Environmental Protection Agency (EPA), pursuant to its mandate under the Environmental Protection and Management Law, coordinates Liberia's implementation of multilateral environmental agreements, including the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement.

Under Articles 9, 10, 11 and 13 of the Paris Agreement, developing country Parties report information on financial, technology development and transfer, and capacity-building support needed and received, including support for transparency-related activities. Liberia is preparing its Second Biennial Transparency Report (BTR2) and its combined Third Biennial Transparency Report and Fourth National Communication (BTR3NC4) in accordance with the Enhanced Transparency Framework.

The EPA therefore invites qualified individual consultants to submit expressions of interest for the Chapter 4 lead consultancy on climate support needed and received.

 Objective of the Assignment

The objective is to lead the preparation, review and finalization of Chapter 4 for Liberia’s BTR2 and BTR3/NC4 by compiling and analysing national circumstances, institutional arrangements, country-driven strategies, assumptions, definitions and methodologies, and information on financial, technology and capacity-building support needed and received in narrative and Common Tabular Format form.
